It would always be for the best interest to provide all pertinent requirements to be asked of you as being indicated in the given government outline package. In addition, be very careful not to omit or miss out on any information that will be asked.

It would be wise not to overestimate the expenditure that you'll be having once you start operation for your business already. This will give the people involved processing your grant a negative and questionable impression on your character. You may want to include the specifics of your expenses for your business operation like for example that you need utility vans to use, hiring staff, purchasing inventory and many other costs that you see you'll need to come across with.
With all these being said, it boils down to your character and your real intentions of requesting for a government grant.
